Allow schools to reopen a closed Parents Evening block
When you set the close date for your parents evening block, and this comes around - there is currently no way to reopen. This would be really useful if there become additional times available, if dates change or if a number of parents haven't been able to book on already.

To enhance flexibility, staff should be able to book slots for parents after the Parents' Evening booking window closes.
This accommodates parents who missed the initial booking period.
While we could allow schools to extend the booking window, some schools may prefer to restrict booking access, either by reserving slots for specific parents or enabling selected parents to book.
