Bring end of year judgements over as baseline judgement for following year
As this is a point in time tracker, it would be good if judgements carried over to the beginning of the year from the end of the previous year. An expected child remains expected so the code could carry over. I now have all year groups below expectations and teachers would have to re-enter data. This work load could be reduced by bringing grades over as a baseline.

This needs to be considered if some children are decelerated as their data may potentially go into the wrong year group.
